Moodle Media Button not working in submission phase of workshop

      I guess I could have students upload the video to youtube and then link it to that. But youtube is blocked at our campus.

      Create a workshop with default settings.
      Login as a student.
      Create a submission.
      Press the Moodle Media button on the TinyMCE toolbar.
      Verify that the FIND OR UPLOAD A SOUND, VIDEO, APPLET.... button appears the INSERT/EDIT EMBEDDED MEDIA dialog.

      My students create movies and convert them to FLV format. I want to use the Workshop so that they can upload their videos and their peers can grade them. Moodle 2.1.1 forums and assignment posts allow the Moodle Media button to upload FLV's, but the Workshop is missing the FIND OR UPLOAD A SOUND, VIDEO, APPLET.... button in the INSERT/EDIT EMBEDDED MEDIA dialog.
