Add description to Portfolio settings page

      On http://YOURMOODLEURL/user/portfolio.php, a user can disable single portfolios.

      As the link to this page is noticably located in "My profile settings -> Portfolios", we saw curious users checking the possibilities in their profiles (and never having used a portfolio yet) visiting this page.

      For these users, the widget on this page doesn't give any information. We were asked by users what portfolios are and what happens when they are deactivated here. We propose that there should be a short description for this feature within the widget.

      Description has to be inserted in /user/portfolio.php, we propose the following description:

      <p>Using portfolios, you can export your content created within moodle to other platforms or download them as file.<br />
      Here you can disable individual portfolios if you don\'t want to use them.</p>

      We have also done a german translation for this:

      <p>Mit Portfolios können Sie Inhalte, die Sie innerhalb Moodle erstellt haben, zu anderen Plattformen exportieren oder als Datei herunterladen.<br />
      Hier können Sie einzelne Portfolios deaktivieren, falls Sie sie nicht nutzen wollen.</p>
