Cover datalib.php with unit tests

      Description

      it seems we are missing any unit test covering lib/datalib.php (it was detected when working on MDL-29912).

      So we need to implement them aimed to cover as much as possible. That would make things really easy to detect and test against all DBs, and given the DB-oriented nature of that lib, it is a win 100%

          I'm closing this issue as it has been inactive for over a year has been recorded as affecting versions that are no longer supported.

          This is being done as part of a bulk annual clean-up of issues.
