Report and editing page layouts in some themes are inconsitant, especially when printing

      There appears to be a large number of standard report types which do not use report.php layout, even though report.php is the default layout as defined in theme/base/config.php.

      Printing these reports brings with it further problems resulting in some tables being either truncated as reported in MDL-29904 or over-layed with side blocks (side-post) when using Arialist theme.
