The progress through the SCORM activity is not tracked.
To reproduce it, follow the following steps -
1. Login as a student and access a SCORM activity.
2. Attempt part of the activity then browse elsewhere.
3. Return to the activity and check that the next page is not displayed after the one that was last accessed by you.

Though the next page is not displayed, the progress through the activity is indicated by the TOC check-boxes ticks as expected.
