      Recent versions of PHP have bugs critical to moodle users.

      PHP 5.0.3 does not restore backed-up HTML text data correctly. (see MDL-2842 and http://bugs.php.net/bug.php?id=31139)

      Also PHP 5.0.4 stops file reading in readfile function at 2,000,000 bytes, so users can not download files more than 2,000,000 bytes. (see http://bugs.php.net/bug.php?id=32553)
