      There is no work around. This does NOT reproduce if the user signs up for an account themselves, however there are circumstances when we the administrator must create an account for our customer.

      Description

      If you create a user manually and the site properties is set to have a site policy URL which points to a resource in your Moodle site, then when the user first logs in, they are shown the site policy page, which in turn has an IFrame into your site policy resource - showing redundant header and footer inside the iframe.

      Replication steps:

      1. Ensure site policy URL is set to a moodle resource
        Repro:
      2. Create a user manually
      3. Log in with that user

      Notice your site header, then an IFrame into your resource which includes the site header again (and footer at the bottom of the iframe)
