Recent Files list population in Filepicker

      1. As a teacher edit the description to the assignment and insert image there.
      2. Edit another description in another assignment or even in another course and make sure that you can insert the image used in #1 via Filepicker 'Recent files'
      3. As an admin withdraw enrolment of this teacher into the course containing assignment from #1
      4. As the same teacher edit another assignment description (or create forum post) and make sure that you can actually insert all images that appear in the recent files list (hopefully the image used in #1 does not appear in the 'Recent files' list at all.

      The method used to populate the 'Recent files' repository does not check user permission to view the files.
      But when user actually tries to insert an image the function get_file_size fails and user receives an error 'File size cannot be determined'. I would suggest that get_file_size is also called before populating the recent files list.
