Separate course-categories admin interface and normal usage (varying pagetypes problem)

      When looking/testing @ MDL-30340 it was noticed that the course-category pages are really exceptional when handling their pagetype. With edition enabled, they are 'admin-course-category', and for normal usage (browsing, navigation...) they are 'page-course-category'.

      That leads to tons of problem, like not being able to specify where to show their blocks properly and all sort of confusion. Not to talk about the potential problems that such a dynamic behavior can have one we introduce the intermediate tenant context.

      Surely we should split them once and forever with a revamped "course categories" edition tool, completely separated from the browsing/navigation pages.
