M.core.dialogue should be moved to somewhere more core

      Currently the Moodle YUI dialogue module (M.core.dialogue) is found in 

      /enrol/yui/notification/notification.js

      which means that you need to extend 

      moodle-enrol-notification

      I'd like to suggest that this be moved to somewhere more appropriate. We'd probably have to maintain backwards compatability too, at least for a short while.
