backup/moodle2/restore_stepslib.php includes the comment:

Skipping '{$data->enrol}' enrolment plugin. Will be implemented before 2.0 release

This is wrapped around an if statement checking whether the enrolment plugin supports an ENROL_RESTORE_TYPE of ENROL_RESTORE_EXACT
