Audit existing forms for inconsistent behaviour, missing required fields, field order

      An audit of existing Moodle Forms should be carried to check that fields are required appropriately etc (e.g. the HTML Block should require some content)

      Although this isn't strictly required for Moodle, it would make the short forms feature much more useful if all required fields were correctly displayed
