I created this issue for the todo items during working on the MDL-30971 docblock improvement project.

Fixed the items marked as TODO

• review file_postupdate_standard_filemanager
• review file_correct_filepath
• use return value for file_get_draftarea_folders
• download_file_content function should add version test for '7.10.5' (search TODO inside this function)
