    Description

      I think the need for this is pretty self-explanatory. We shouldn't rely on themes for this.

      I tried to find a duplicate issue. but i only saw similar row highlighting issues but not same issue. Perhaps the whole moodle UI should go thru a row highlighting revamp :-p
