Allow teachers to add attachments to Offline activity assignments

      There is no ability to attach an evidence of assessment file to a student when performing grading an offline Activity. In most cases because the Activity/Assessment is 'off line' a teacher/assessor would complete a rubric or assessment criteria sheet as a record of observation/student demonstration, this would then be attached to the students file for future reference in case of audit or student appeal etc. or in the case of Moodle attached in the Gradebook like a typical 'Single upload file' Assignment.

      You cannot attach this type of file, the only work around is to copy and paste the rubric or assessment criteria sheet, not a good option in Moodle as doesn't handle Word formatting very well- particularly tables which would be the most common way in which rubrics or assessment criteria sheets are designed/developed/employed.

      PLEASE!!!!! This feature is extremely important to the workplace assessment procedure that all VET teachers are a part of everyday- Moodle users aren't all classroom teachers.
