Hyperlinks in an HTML block disappear

      To re-create:
      Log in as Admin.
      Add a HTML block to front page. In the block add some web links. Set the block to be available throughout the entire site.
      Log in as a teacher or student.
      Go to 'My Home'.
      Choose 'Customise the page'.
      Choose to configure the HTML block.
      For Visible choose NO, Save changes.
      Choose 'Stop customising this page'.
      Log out as teacher or student
      Log back in as Admin
      Go to front page of site and HTML block has lost all its links. The symbol, < appears in the upper left corner of the block.
      If the block is set to 'Display on Front Page only', the issue does not happen for users can not edit the front page block.

      The workaround is to set the block to only Display on the Front Page of the site. Another work around is to Not Allow for the users to Manage their Moodle page blocks. You can set role permission 'Manage my Moodle page blocks' to NOT SET.

      Description

      Hyperlinks are added to an HTML block. The HTML block is configured to be displayed throughout the entire site. The hyperlinks work and there may be no issue for quite awhile. Then suddenly the links will be all gone from the block and in the upper left corner of the block the symbol, <, appears. I have found this to be an issue when a user goes to their 'My Home' and decides to make the HTML block hidden for their 'My Home' space.
