allow to specify forum prefix in email subjects

      It would be great if we could specify for each forum a prefix to be used before the subject in emails. This should be rather trivial to implement and I am surprised that it hasn't been done so far.

      For example, I am getting email from installation problems, using problems, and authentication forums. They all come with Using Moodle: prefix.

      a) I can't easily distinguish which forum they come from

      b) posts from different forums can't be filtered out to different email folders/mailboxes (filtering posts by forum path given in body of email is too error prone to be useful)

      c) content concatenator in Eudora does not work properly (the original post does not concatenate with followups)

      The same goes for students participating in 4-6 courses – they can't easily distinguish which emal comes from which course or general forum. Some courses also have multiple forums. We need to be able to identify them if we want to.
