check for missing strings creates empty files

      Description

      When accessing moodle/admin/lang.php?mode=missing (aparently only that mode), all missing php files from the language pack are created and are empty, causing the risk of empty files in the language pack

        When checking for missing strings, all missing files get created, but empty. This causes also an empty countries.php in language packs where it is missing. With an empty countries.php, you don't get a country menu when creating a new user or editing a profile. Since it is a required field, no user can be created using the interface

        Files are no longer created empty (this was mostly a problem on WIndows only)
