Wiki 'Files' tab renders tab set and page content in a manner inconsistent with other wiki tabs

    Description

      I noticed the page content, when in a wiki activity and in the 'Files' tab, doesn't display the activity description content or the Administration tab. These two items are shown when any other tab is selected.
