      Reset all roles capabilities to their default.
      Create one file system repository ans populate it at the OS level.
      Create one course and affect a user as editing teacher of this course.
      Log in as the user and edit the course.
      Try to add a file resource, picked up either from the Server Files repository of from the File System rep.
      Should behave like shown in the video accessible from the "Working with files" page of Moodle documentation but does not.

      Description

      All roles capabilities set to their default. An editing teacher or course manager can see the Server Files Repository and any created File System Repositories in the File Picker but, whenever he or she tries to access it, a "No permission to access this repository" pop appears.
