Description
To create an internal repository, (unless it is being changed in v2.2+) they are created in the moodledata folder by an Admin with access to the server files. They then have to be linked to a Teacher-Editor in a course and they can be accessed. This is clumsy, and I suggest not helpful. Would a better approach be that at the creation of a course, a course linked repository be created as well. This allows bulk uploads, simple reuse of resources inside a course and a range of other easy, or easier, i.e. more straight forward, than is currently the case. Would this not help acessibility
