If a webservice token is created for a webservice account, the admin who created the webservice token can view and modify the tokens, however other administrators cannot view or perform any action on the tokens.

Certain web service accounts and tokens must be manageable by multiple site admins in certain scenarios. The problem is tokens are now exclusively viewable by the single admin that created them, this makes delegation of certain administrative actions related to webservices difficult.
