Get rid of "enablecourseajax" admin setting

      1. Go to Admin > Apperance > AJAX and Javascript and ensure there are no errors
      2. Turn off 'Enable AJAX' a
      3. Visit a course page, and verify you on't get JS drag/drop controls and instead have to move 'manually'
      4. Turn on 'Enable AJAX' and verify the opposite

      We don't need this anymore.

      AJAX should be on by default for course pages, although it should still respect the site-wide "enableajax" and user preferences.
