      Description

In filepicer when we re-use the file from local repository, we overwrite the license/author information.

Should we preserve the original author/license information? Should we give the possibility for user to overwrite it?

When we pick the file from external repository we often ignore information about license (there is MDL-32474 saying that repositories must be reviewed to return it). When we receive such information (in case of Flickr), we ignore this information again when we try to re-use this file from recent/server files.

As a rule, if we have any license info at all from external world, then we should set all the fields to default to that so the user can see it and (optionally) change it.

We need to trust them to do the right thing. In the end it's their reponsibility, not us.

And allowing editing will actually people to fix bad information too.
