In filepicer when we re-use the file from local repository, we overwrite the license/author information.

Should we preserve the original author/license information? Should we give the possibility for user to overwrite it?

When we pick the file from external repository we often ignore information about license (there is MDL-32474 saying that repositories must be reviewed to return it). When we receive such information (in case of Flickr), we ignore this information again when we try to re-use this file from recent/server files.
