Block regions need to be wrapped in a generic div that is not theme dependent

    Description

      As per Dan's comment in MDL-31052, block regions need to be wrapped in a generic div, and the the block drag/drop code adjusted to take account of this. This will ensure that block drag/drop is theme independent.
