Change default settings for AJAX in user profile

There are two different default settings if new user are created for Moodle systems. The user entry for Java Script Ajax is set different.

Manual user account creation: default setting is 'no' (inactive)
Bulk user upload via csv file: defauklt setting is 'Yes' (active)

In both process the default setting should be the same. Otherwise default user settings are different. This creates additional effort for admins.

It should also be checked which settings are used for other authentification processes that creates bew user accounts.
