Disabledif and rules doesn't work for repeated group elements

      Description

      While fixing MDL-31498, it was realised that disabledif and rules option are not set for repeated elements, when repeating element is group. In other case it works fine.

      Following patch fix this issue, but need through testing before it gets to integration.

          This is being done as part of a bulk annual clean-up of issues.
