feedback is not editable in new assignment

      Create an instance of mod_assign. Enable 'Feedback comments' in the settings for the activity.

      Go to the View/grade all submissions page.

      Grade any of the submissions in the table and put some text in the feedback comments text editor. Click "Save changes".

      Now grade the same submission again. The previous text should be shown in the feedback comments text editor.

      Description

      if you add a comment to a users grade and then go back to update the grade, the previous comment doesn't load in the editor so if you save the page again it removes the previous comment.
