Image not embeded correctly when in single section summary mode

      1. Create a course and set the format to topics and layout to a single section per page
      2. Turn on editing
      3. In a topic header add an image via file upload and insert with file picker.
      4. Save.
      5. Image should be visible.
      6. Turn off editing
      7. Click short name in navigation bar to go back to summary page
      8. Image should be visible
      9. Switch course mode to multiple topics on one page
      10. Image should be visible
      11. Turn on editing
      12. Image should be visible
      13. Turn off editing
