Comments made on students submissions do not appear in the Grader report.

Replication steps:

1. Turn on quick feedback at the site level (search for grade_report_showquickfeedback)
2. Create a (new) assignment and allow feedback comments
3. Grade some students (no need for them to submit) and provide some comments
4. Go to to the Grader report (Course admin -> Grades)
5. Turn editing on

Expected result: I should see comments.

Actual results: I did not see the feedback comments.
