    Description

      Ability to select encoding of filenames in archive when unzipping them in draftsfilemanager.
      This only refers to zip-files containing non-latin characters in filenames.
      Now only zip-files encoded in utf-8 are unzipped correctly, disabling Windows users where archives uses in most cases other encodings.
      Pathces applyed creates dialog for selecting encoding only if archive contatins filenames whit characters numbers >127. Only encodings that can be be used for correct decoding, are listed. For normal work string ('oldcharset', 'langconfig') should be set to windows filesystem encodigng, e.g. "cp866" for russian windows
