File upload UI does not load on Group Edit Settings page

      1. Login as a teacher and navigate to a course
      2. Go to Settings > Users > Groups
      3. Create a new group, or select a group and click Edit Group Settings

      After having created a group, I go to the Edit Group Settings page and the file upload UI does not load. There is a perpetual loading icon.
