      Description

Due to API changes we need to disable google plugins on upgrade to Moodle 2.3 because they now need to be configured with settings from google. This is a follow on from MDL-29857.

Right now i've added some basic message/information and links to Moodle docs, but we need to get this rock solid and well explained to admins.

So this issue is to update those strings and verify links to google docs are in the right place etc.
