Find a way to notify admins about google plugins changes *during* upgrade

    Description

      Unfortunately other than environment checks, there isn't a good way to notify an admin about a change that is about to be made in upgrade whilst its in process.

      We need to find a way to do this, even if it means we have to add an environmentlib check. This might also be useful for mod_assign upgrade too.
