Hebrew file\folder name goes wrong dissapear instead you can see "_" char after
upgading moodle 1.9.9 to moodle 2.2 (see images)
1st image - different between files and folders of a course in moodle 1.9.9 vs the same files course in moodle 2.2
2nd image - submissions in hebrew names on moodle 1.9.9 vs moodle 2.2
3rd image - should be pdf icon but the link is broken because the file path contain hebrew name which is broken in moodle 2.2 and shown
