To reproduce.

• Edit any existing resource (or activity probably)
• Remove all text from Name and Description fields (so that they are empty)
• Scroll down and save the settings (either button)
• Focus jumps back to the Name field so you know it's missing
• Supply a name but leave the description blank
• Scroll down and press save (nothing at all happens), focus is not changed

This is bad because you get the impression the save button is "broken". The screen focus should return to the missing required field.

Plus (and why major) this happens every time you drag-and-drop a file onto the course as the Description field is not filled in.
