Now that we've got conditional activities and conditional topics (as of 2.3), wouldn't it be nice to have conditional blocks.

Thinking that this could be useful for:

• Providing messages to students who have not completed work;
• Allocating badges within the course to give high-performing students some 'gold stars';
• Providing time-based notifications to let students know when deadlines are looming.

To me it would be analogous to how a teacher would use labels with conditions, at the very least.
