Allow configuration of plugins of the TinyMCE editor to open up to plugin contributions

      I'm working on the integration of PaintWeb in moodle, see http://tracker.moodle.org/browse/MDL-20124 and http://moodle.org/mod/forum/discuss.php?d=201929&parent=881102.

      In order to allow me and other TinyMCE plugin developers contribute with some additional tools, I suggest we open up by adding configuration settings in moodle for plugins to load in TinyMCE. There exists a solution created by Patrick Thibaudeau, available in the plugin archives: http://moodle.org/mod/data/view.php?d=13&rid=4989. This can maybe serve as starting point to create this feature in moodle.
