500 error when restoring course

    Description

      We have Moodle 2.2.3 on windows server 2008, IIS7 with MySQL 5.5 and PHP 5.3.10.
      We also have a second instance of Moodle 2.3 on the same server. Both report the same error.
      We have increased Max_upload_limit in MySQL, PHP, etc.

      We also have Moodle 2.2.3 on a 2003 server with the same issue.
