Attempting Register Moodle Site generates 'Error Reading from Database' v2.3.1+

      Description

      I have just been going through the process of upgrading several Moodle installations from v2.2 to v2.3.1+

      As a result I now get an 'Error Reading from Database' error when attempting to go through the site registration process. This is similar to the error reported in MDL-30514 but a different diagnostic dump;
