Prevent scrolling when Enrol dialogue is open

      Description

      When clicking on 'Enrol users' in the enrolment page, a JavaScript dialogue is opened.
      While scrolling to the bottom of the user list, the page itself scrolls, I thought that it'd be nice to prevent that annoying behaviour.

      This has been done for Activity Chooser: MDL-33649
