Improve new tinymce plugin settings

      Test all features described in description:
      1/ Verify there is a new table with all subplugins in the general TinyMCE settings page.
      2/ Try to enable/disable subplugin, verify the relevant buttons appear/disappear on page that uses TinyMCE editor.
      3/ Review list of buttons in the "Available buttons" column.
      4/ Verify the customtoolbar setting contains link to official TinyMCE docs.
      5/ Go to "Plugins overview" page, verify tinymce subplugins section name.
      6/ Disable "moodleimage" subplugin, verify the image popup does not try to launch filepicker.

      Plugin authors and admins could use some TinyMCE administration features:
      1/ Listing of subplugins on TinyMCE settings page.
      2/ Enabling and disabling of TinyMCE subplugins.
      3/ List of buttons available in each plugin.
      4/ Link to all standard upstream buttons.
      5/ "TinyMCE subplugins" section name on the plugins overview page.
      6/ Move filepicker init to subplugins, this will fix standard 'image' button when 'moodleimage' disabled.
