Message to students after grading

In assignments its not possible to set a feature that students are notified if the teacher has graded their submission. There is a global setting in plugin - message output. But it should be possible to decide in assignment instance if messages are send to students after grading by teacher (grader). Up to 2.2. ist was possible to set this during grading process per student. Its also an alternative to set this in assignment instance settings in the course.
