resource_redirect_if_migrated breaks if a course is backed up and restored

      Description

      If an activity in a course had a link to a page / url resource in Moodle 1.9, then after upgrading to Moodle 2.0 the links are wrong, but still work due to the function 'resource_redirect_if_migrated'.

      However, backing up and restoring a course does not transfer the 'resource_old' entries required for this function to work, so the links then break.

      I am going to investigate whether it is possible to fix this via the 'encode_content_links' function.
