Formal White Theme does not properly display paragraphs of messages (forum posts).

      I noticed an interesting problem recently about forum posts using the Formal White theme in Moodle 2.3.1+. I don't think this was happening in Moodle 2.2.2+.

      When creating a forum post, hitting the Enter key produces a visible paragraph, as expected. But upon finishing the post, the paragraphs are visually removed. It is as though a line feed is created, but not a paragraph. (see graphic).

      I think that I proved to myself that this only happens in formal white, since switching to either Standard or Afterburner properly displays paragraphs.

      I am quite sure that this never happened in Moodle 2.2.2+ and earlier Moodle 2 versions.

      I am also confident that it is how Formal White is incorrectly displaying <p></p> html tags. I highlighted the message with paragraphs that did not show paragraphs, and copied it into a brand new html webpage in Dreamweaver. The paragraphs showed correctly! I was able to look at the code and the <p></p> pairs were there.
