Drop down menu on "View/grade all submissions" page should have more informative label

      Description

      Based on feedback from instructors at my school, it's very hard to find the "Download all submissions" option on the "View/grade all submissions" page. On the new 2.3 page the drop down menu just says "Choose..." and I think a lot of people are just failing to see it entirely.
