      1. As admin navigate to Settings->Site administration->Plugins->Course formats
      2. Check that you can enable/disable and sort course formats
      3. Create course with some course format
      4. Uninstall this course format
      5. Make sure the created course is converted to default format
      6. Add settings.php to some format's folder
      7. Make sure this format now has 'settings' link

    Description

      New settings section is added:
      Site administration->Plugins->Course formats
      with subsection "Manage course formats" allowing to enable/disable formats.

      Also course formats may define file settings.php with format-related administrative settings
