Flag question feature needs clearer explanation in quiz attempt

    Description

      As I understand it, the Flag Question feature is intended to be a way for students to notify an instructor that there is an issue with the question assigned to the quiz. This isn't exactly apparent in the user interface when taking the quiz. There is not much useful information stating what flagging a question really does, if anything, for the function of the quiz.

      In the build we are using now (Version 2.3.1+ Build: 20120831) the alt tag field for "Flag question" is "Flag this question for future reference". I think it plausible that students may interpret this to mean flagging is a way to tag a question that they cannot answer at the moment but wish to go back to later in the quiz attempt.

      So with that comes a problem when a quiz is set to have the navigation method set to "Sequential". Since there is no way to go back to a previous questions in this layout, the flag option (when interpreted the incorrect way) becomes a misleading and confusing component to the quiz.
