Add "course_restored" event

    Description

      After a course is restored (either as a new course or into an existing course) I want to be able do some post processing steps without modifying core code.

      For example, I want to:

      • Make sure the course has the right format
      • The right blocks are installed
      • The right enrollment plugins are installed
