Give a Fill with Max Score option on Marking Guides

It would be a helpful time saver to have an option of filling in the criteria on a marking guide with the max score. See moodle.org/mod/forum/discuss.php?d=211058. This could be done in two ways:

1) Make a "Fill with Max Score" button on the grading interface.
2) Give an option in the Marking Guide setup pages to auto-fill the marking guide during grading with the max score.
